Job Description:
Foreign Disclosure Representative is responsible for ensuring
compliance with U.S. export control laws and regulations,
specifically focusing on the authorized release of controlled
technical data or technology to foreign persons and acts as a
liaison between the organization and relevant government agencies.
Essential Job Functions: Review and recommend approval for release
of controlled technical data or technology to foreign persons.
Individual must assess the potential risks and ensure compliance
with applicable regulations such as the International Traffic in
Arms Regulations (ITAR) and the Export Administration Regulations
(EAR) in accordance with the Federal Acquisition Regulation,
Subpart 7.5, Inherently Governmental, Functions. Research and
conduct analysis of technical, operational, policy, political, and
military factors related to proposed international programs. Draft
supporting justification and disclosure guidance for international
programs. Develop and implement technology control plans (TCPs).
These plans outline procedures and protocols for safeguarding
controlled information and preventing unauthorized disclosures.
Conduct training and awareness programs for employees to ensure
everyone understands their responsibilities regarding export
control compliance. Maintain accurate records of disclosures and
other export-related activities to be used to demonstrate
compliance during audits or investigations. Required Skills: Due to
the sensitivity of customer related requirements, U.S. Citizenship
is required. Bachelor's degree with 3 years experience or
Associate's with 7 years experience. Active Top Secret clearance.
Required to obtain and maintain a Top Secret clearance with access
to SCI/SAP. Candidate must have or be able to obtain the following
training within 6 months: Foreign Disclosure Officer Training
Certification and Initial Security Manager Training Certification.
Well qualified candidate will have knowledge of information,
industrial, and personnel security concepts, principles, and
practices to plan and implement security programs. Knowledge of
procedures related to releasing sensitive information to foreign
entities, ensuring compliance with regulations and protecting
national security. Knowledge related to implementing foreign
disclosure procedures. Must be comfortable in dealing with
high-ranking foreign representatives. Employee may be required to
take a random counter-intelligence polygraph and submit to
background checks as a condition of employment and/or continued
access to SAPs. Employee may be subject to random drug tests.
